Our Embassy functions as a bilateral representation of Afghanistan to the Kingdom of Belgium, Netherlands, Greece, and Luxembourg. In addition, this Embassy represents Afghanistan on the multilateral level at the European Union (EU), North Atlantic Treaty Organization (NATO) and World Customs Organization (WCO).
Afghanistan enjoys an outstanding relationship with Belgium, the Netherlands, Greece, and Luxembourg in all aspects. We share many political, social and human values. Our visions and ideals concerning the international cooperation, preservation of peace and sustainable economic development are very close to each other. Our Embassy is striving to strengthen the cardinal relations between our countries in the fields of policy-making, security, economy, trade as well as cultural and social exchange. We greatly appreciate the efforts of men and women from Belgium, the Netherlands, Greece, and Luxembourg in the NATO military mission in our country and we are grateful for their contributions as donor nations to the reconstruction and development of Afghanistan.
Together Afghans and NATO-ISAF forces continue to fight side by side at the forefront of the global war against terrorism. Today, our common interest in dismantling terrorist networks and solidifying peace and stability forms the basis of the close Afghan-NATO partnership. Our shared desire is to build a democratic state in Afghanistan which will be able to guarantee the safety and security of its citizens, further promote democracy, human rights and the rule of the law in the region, provide for sustained economic growth and reinforce the cooperation between Afghanistan and NATO.
On the 6th of September 2006, in the presence of the North Atlantic Council, President Hamid Karzai and former NATO Secretary General Jaap de Hoop Scheffer signed the Declaration of NATO and the Islamic Republic of Afghanistan, setting out a Framework for Enduring Co-operation in Partnership. NATO-ISAF nations' long-term commitment to Afghanistan was reaffirmed during the Summit of NATO-ISAF heads of states and governments in Bucharest in April 2008, as well as during the more recent conferences in the Hague (2009) and London (2010). There are currently around 140 000 troops from 48 NATO-ISAF countries in Afghanistan risking their lives to make Afghanistan a safer place. NATO is also helping to train and equip the Afghan National Army and police. In addition, there are 27 NATO-ISAF Provincial Reconstruction Teams (PRTs) that work along-side and form part of NATO military component. The PRTs actively support the Afghan provincial authorities and work for the improvement of the security and livelihood of the local population by helping to build good governance and assisting in development and reconstruction.
The EU and Afghanistan are committed to a secure, stable, free, prosperous and democratic Afghanistan. The European Union is the second largest donor to Afghanistan. Its aid has been used for humanitarian purposes as well as to priority projects, primarily in the areas of good governance, rural development and health. On 16 November 2005, the EU and Afghanistan adopted a Joint Declaration setting out a new partnership. This Joint Declaration outlines increased co-operation between us, based on the principle of Afghan ownership. It also establishes a regular political dialogue with annual meetings at ministerial level and reaffirms the EU’s long-term commitment to Afghanistan.
We welcome all businesses and non-profit institutions to further participate in the reconstruction and development of Afghanistan. The Afghan Constitution and the Afghan National Development Strategy strongly support and promote private sector investment in Afghanistan. Afghanistan offers tremendous opportunities for national and international investment as our country is rich of natural resources and has favorable legislation for private investment. It is currently one of the fastest-growing emerging markets in the world.
We invite all Afghan expatriates to participate in rebuilding of their homeland by bringing back their professional expertise and skills. Afghan expatriates have made significant contributions in investing and rebuilding our national institutions. There are many opportunities both in the Afghan government and in the private sector for educated and professional expatriates.
